Nice theorie but I don' really think it'll happen. Because uhm, Lucius is in prison, or at least (maybe he's escaped) the whole wizarding community knows he's been a Death Eater all along, even when he said he was under an imperius-curse. So I don't think that they'll vote for him even if he could get himself to be a candidate!
The latter part is more feasable, but how will the Dursleys find out that Harry hates Snape? If it happens, will Snape and Harry start to like each other more? As in, will they understand each other's situation better?
And, will Dumbledore let it happen, because Harry still needs to go 'home' for the love-magic to work..
