I like Japan a lot. Now, Japan is a very crowded country, where about 94% of the land is almost completely inhospitable (in real life, it's actually 95%, but one percent is actually occupied by wizards). Muggles take up five percent of that leftover land, so the Japanese wizarding population, which is about the same as the muggle population (remember, this is all Salemboy fiction), is stuck in that small amount of 1% space. They need to store wands, but one wand per person takes up a great deal of space. So, here's my proposal: I will make a special type of wand that is about half length of the average wand to not take up so much space. You might be asking, "Why can't my earlier carver just do it?" The population of Japanese wizards is far larger than that of the British and American combined. I doubt he would be able to pick up the slack (no offense meant to Fawkes) just because of the sheer amount of wands that Fawkes would have to do. Do you accept this deal? In return for the carving of these wands, I require that I recruit my own team to collect cores for the wands. I hope you accept my proposal, because, well, Japan's running out of room (once again according to Salemboy fiction).
