I've been having major troubles connecting to sites today and have just discovered why. From what I've read so far, it seem that a major transatlantic cable know as TAT-14 has died. It's apparently a northern link to the USA - unfortunately the Southern link also died earlier this month

. When working, TAT-14 could apparently 640Gbps of EU/US traffic.
There also is an intermittent PIPEX routing problem at PIPEX's North London site. According to PIPEX:
Symptoms: The backbone problem is affecting several UK ISPs, including PIPEX, and is likely to result in slow or intermittent connectivity to US sites. Routing through the UK part of the network is also likely to be affected.
